At some point, will it be possible to replace the "TV" shipped WebOS with WebOS OSE if we so desire?

Hi, patchedsoul.

It is impossible. Because webOS OSE has not TV specific features.

But you can add some hardware on raspberry PI to make your own TV and create software components into webOS OSE to control that hardware.
