how can i manage top view screen?
like.. in android i can manage top view using windowmanager (service)
I can't understand what is the "top view". Is this mean "Home Screen/Launcher" of webOS OSE? If yes, you can refer this topic : Home screen customisation
i mean... a screen that users can see regardless of other apps, activities..etc.
for example, when i change brightness setting, i can always see brighter or dimmer top view screen while using that device.
i would like to customize that screen's filter.

I don't know exactly, because I'm not a GURU of the luna-surfacemanager which is responsible for graphics management in webOS platform. But, I think this topic (https://www.webosose.org/docs/guides/core-topics/graphics-input/graphics-input-overview/) can help you.
