I built devel IMG by myself and flashed it into RPI 3B. It doesn't has a Setting icon in Home Launcher UI.

try pressing F1 or Right arrow key on your keyboard.
Thank you. It works! It may be displayed out of screen.
I can open it with keyboard F1, →, Enter
Had the same issues, needed to adjust the screen resolution settings.
