Hello.
Can you help me resolve below problem?

whenever executing simulator (webOS_TV_23_Simulator_1.3.0.exe), below error popup is shown.
It had worked without problem few days ago.
as a additional inform, recently i have tried to seup webOS OSE dev env.
(ex: install virtual box, install python3.11)

webOS TV is not compatible with webOS OSE.

The common problem with using both platforms is the crash of the platform's CLIs. Delete OSE's CLI completely and try executing the simulator again.

However, there may be other unexpected issues as well.
